For each target rarity, rank candidate packs by expected token cost and then by collateral value (how useful non-target pulls are).

When to switch packs

If your target rarity expected cost is materially lower in another pack and your current pack has weak fallback value, switching is usually optimal.

Boundary condition

If your objective is set completion in one specific theme, pure efficiency may be secondary to collection goals.
